Village of Breckenridge
Regular Meeting
December 17, 2007

A regular meeting of the Breckenridge Village Council was called to order at 7:25 p.m. by President Buchanan at the Breckenridge High School Media Center.  The Pledge of Allegiance was recited.  Roll Call was taken by Clerk/Treasurer Eichorn.

Councilpersons Present:  Anderson, Chapin, Hagey, Maurer, Schaub and Schrems
Councilpersons Absent:   None
Staff Present:  Schmitz

Motion by Councilperson Hagey, seconded by councilperson Schaub, to approve the agenda.  CARRIED. 

Motion by Councilperson Chapen, seconded by Councilperson Hagey, to approve the consent agenda Roll Call Vote.  Yeas: Anderson, Chapen, Hagey, Maurer, Schaub and Schrems and Buchanan.  Nays:  None.  CARRIED. 

Motion to go into Executive Session at 7:26 p.m. to discuss litigation and purchase of golf course.

Recall regular meeting to order at 8:37 p.m.

Committee/Board Reports were received

Public Comments were received.

OLD BUSINESS
There was discussion on the Shell Station-update.
Manager Schmitz stated that we can not use Act 51 monies to purchase the property.
Councilpersons thought that we should begin the next step by having Manager Schmitz send a letter by Friday, starting that we will begin proceedings to condemn this property.

There was discussion on the Safe Sidewalks Program.
A map was presented by Manager Schmitz and he stated that in the grant they will be going for all the sidewalks, not just some of them.  The grant has been started, there is not a due date on it but hopefully will be done as quick as possible.

NEW BUSINESS
Manager Schmitz highlighted his Manager’s report. 

Motion by councilperson Hagey, seconded by councilperson Schrems. To adopt the resolution on a joint planning process.  CARRIED.

Motion by councilperson Schaub, seconded by councilperson Chapen, to amend the Clerk and Treasurer Ordinance to approve the appointment of a Clerk/Treasurer.  Roll Call Vote. Yeas: Anderson, Chapen, Hagey, Maurer, Schaub and Schrems and Buchanan.
Nays: None.  CARRIED.

Motioned by councilperson Hagey, seconded by councilperson Schaub, to appoint Christine Eichorn Clerk/Treasurer as the FOIA Coordinator.  CARRIED.

Council Work Sessions is scheduled for Monday January 7, 2008 at 6:00 p.m. at the Breckenridge Village Office.
