Village of Breckenridge
Regular Meeting
February 18, 2008

 

A regular meeting of the Breckenridge Village Council was called to order at 7:22 p.m. by President Buchanan at the Breckenridge High School Room M-9.  The Pledge of Allegiance was recited.  Roll Call was taken by Clerk/Treasurer Eichorn.

Councilpersons Present:  Anderson, Chapin, Schaub, Buchanan
Councilpersons Absent:   None
Staff Present:  Mecomber

Motion by Councilperson Schaub, seconded by councilperson Chapin, to approve the agenda.  CARRIED. 

Motion by Councilperson Anderson, seconded by councilperson Schaub, to accept the resignation of Gena Schrems, Leann Maurer and Denis Hagey.

Motion by councilperson Chapin, seconded by councilperson Schaub, to appoint Bob Zimmerman as a new council member.

Motion by councilperson Chapin, seconded by councilperson Schaub, to appoint Susan Ostrander as a new council member.

Motion by councilperson Chapin, seconded by councilperson Schaub, to appoint Mike Sterling as a new council member.

Motion by Councilperson Anderson, seconded by Councilperson Schaub, to approve the consent agenda Roll Call Vote.  Yeas: Chapin, Schaub, Sterling, Ostrander, Zimmerman, Anderson and Buchanan.  Nays:  None.  CARRIED. 

Committee/Board Reports were received

Public Comments were received.

OLD BUSINESS
There was discussion on the Shell Station

Councilperson Schaub stated that there are new rules for Brownfield and demolition is now included.  We will know more at the next meeting

There was discussion on the Safe Sidewalks Program.
MSU has everything that they need and will be doing it at there leisure.

President Buchanan stated that there were two people interested in the golf course and they have put in offers and they were both turned down.  The Village can not give a tax break because the state will not allow it.

 

NEW BUSINESS
Buchanan stated that he would like to appoint Bob Mecomber as interim Manager for six months. 

 

Motion by councilperson Chapin, seconded by councilperson Anderson. To appoint Bob as interim Manager/Police Chief.  Roll Call Vote. Yeas: Schaub, Sterling, Ostrander, Zimmerman, Anderson, Chapin and Buchanan.  Nays: None.  CARRIED.

Interim Manager/Police Chief stated that we got a Well Head Protection Certificate from the DEQ for the Villages efforts to protect the health of its citizens and the natural resources of Michigan.

Motioned by Councilperson Schaub, seconded by councilperson Anderson to approve the list of the new Council dates.  All Yeas Carried.

Anderson stated that on the Breckenridge-Wheeler Fire and Rescue there was an increase per run they were able to increase and stick to the budget, and it was well deserved.

Motioned by councilperson Schaub, seconded by councilperson Anderson to agree with the changes mad to appendage A and B of the Breckenridge-Wheeler Fire and Rescue agreement.  Chapin and Zimmerman sustained.  Yeas. Carried.

Buchanan stated that WadeTrim would like us to sign the proposal for engineering services associated with improvements to the sanitary pump station.  Wheeler Township intends to connect with the Villages sanitary sewer.

Motion by councilperson Chapin, seconded by councilperson Anderson, to sign the agreement with WadeTrim.  Roll Call Vote. Yeas: Ostrander, Zimmerman, Anderson, Chapin, Schaub, Sterling and Buchanan.  Nays: None.  CARRIED.

Buchanan stated that we need to fill our spot on the 911 Board representative and suggested that Linton Chapin fill that position.

Motioned by councilperson Schaub, seconded by councilperson Ostrander, to appoint Linton Chapin as our 911 Board representative.  Yeas CARRIED.

Moved by councilperson Chapin, seconded by councilperson Ostrander to appoint Mayor pro-tem Tim Schaub as our Greater Gratiot committee person.

Buchanan stated that the DPW request a 12ft scraper box for $3,200.00 to put on the 906 cat to plow snow.

Schaub stated that before Jason left he mentioned that it would be a good pice of equipment to have.
Motioned by councilperson Schaub, seconded by councilperson Anderson to puchase the Scraper box for $3,200.  Yeas CARRIED.
